Art-pop quartet Milan to Minsk, who take their name from an episode of “Seinfeld,” are just beginning their journey. So far, the group has only released one EP, but its depth and idiosyncrasies imply much more to come. They seem like a group of intellectuals, given that a dramaturge is listed as part of their roster — whatever that means. Expect to hear jaunty pop songs inspired by glam and new wave, flourished with trumpet and toy box keyboard sounds.
