State Police Trooper Fatally Shoots Man in Orange

A Vermont State Police trooper fatally shot a man in the rural town of Orange after rousing him from an apparent drug-induced stupor and then struggling with him for control of a shotgun, police said Thursday evening.

The trooper, Adam Roaldi, has been placed on leave during an investigation into the incident. The deceased was identified as 41-year-old central Vermont man Jason Lowery. He died of gunshot wounds to his neck and torso, police said.

According to police press releases about the incident, Roaldi responded to a welfare check of a juvenile at a home on Spencer Road in Orange around 1:20 p.m. Wednesday. After dealing with that call, Roaldi spotted an unconscious man, later identified as Lowery, sitting in the driver’s side of a vehicle outside the home.



The trooper roused Lowery and repeatedly ordered him out of the vehicle. After Lowery got out, “a struggle then occurred between the man and the trooper while the trooper was attempting to secure the shotgun from within the vehicle,” one of the press releases says. “During the struggle, the trooper discharged his department-issued firearm, striking the man.”

Police said the “struggle over possession of the shotgun and the subsequent shooting by Trooper Roaldi were captured on his body-worn camera.”

Police are unsure why Lowery was at the Spencer Road home.

“Since the shooting, police have learned that Lowery was the subject of an active state arrest warrant on a charge of trafficking fentanyl,” the police press release said. “A subsequent search of the vehicle by the Crime Scene Search Team located drug paraphernalia.”

The Vermont State Police Major Crime Unit is investigating. Once complete, the case will go to the Vermont Attorney General’s Office to review the trooper’s use of lethal force.

The last time state police fatally shot someone was in July 2022, when troopers in Brattleboro opened fire on a Massachusetts man who was suspected of killing a woman found dead in his truck.
